Cass County redevelopment commission approves DTE Energy CHP application

The Cass County Redevelopment Commission voted to approve Case 2601, the DTE Energy application for a combined heat-and-power (CHP) installation, after a staff presentation and an applicant report.

At the meeting, the Chair read project scope details included in the packet, saying, "The project will consist of a single gas turbine, ... a recover steam generator and natural gas lateral provided by NIPSCO." An applicant representative told commissioners a site tour had clarified construction plans; staff described the packet's capital figures and estimated impacts, stating that the CHP construction is "estimated to provide 100 plus construction jobs over 2026 and 2027" and that the completed facility would support six permanent on-site employees.

The Chair entertained a motion to approve the application; the motion was moved and seconded and carried on a voice vote. Staff noted one member recorded a 'no' position in writing but consented to adopt the majority findings for the record. The commission and staff also discussed the procedural choice before the vote: approving the application through the redevelopment commission would make the project a public/semi-public project and avoid a separate special-exception public hearing unless the board voted against partnership.

Commissioners said they received financial materials and prior presentations in the meeting packet and had conducted a site visit; no additional conditions were listed during the public motion. The commission's approval authorizes staff to proceed with the steps described in the packet pending any required written resolutions or MOU language.
