Trustees signal readiness to pick town-center developer after RFP interviews; staff flags lower state grant cap

The Carbondale Board of Trustees spent a large portion of the work session reviewing two finalist developer teams for the town center RFP. Staff summarized follow-up materials from interviews and answered trustees’ questions about underwriting, ground-floor uses and community engagement commitments.

Staff noted that developers had discussed state-level grant awards in the $5,000,000 range during interviews, but told the board that talking to state officials shows the program cap is now $3,000,000 and most awards fall in the "more than $2,000,000 range." "However, talking to the state, the cap is now 3,000,000," a staff speaker said, framing a need to temper prior funding assumptions.

Trustees debated whether to move ahead with one of the two teams at the regular meeting, noting there are off-ramps where the town can pause or reevaluate. Some trustees emphasized picking the team most likely to deliver a viable project, while others urged retaining guardrails and clearer decision points so the town can stop and realign if necessary. Trustees also discussed the need for focused community re-engagement around the promenade/ground floor once a partner is chosen.

Staff recommended next steps including inserting a developer name into a prepared motion at the regular meeting and progressing to predevelopment and a development agreement. Trustees generally signaled they felt prepared to take that vote later the same evening.
