Draper planning panel approves Lam Hair Salon home-occupation permit

The Draper City Planning Commission voted unanimously Aug. 13 to approve a home-occupation conditional use permit for Lam Hair Salon at 249 East / 13560 South.

Nick Whitaker, the planning staff contact, told commissioners the proposal is for a hair salon operating in a detached accessory building on approximately 0.5 acres. Services would be by appointment only, with no more than two customers scheduled at a time and one nonresident employee allowed to assist when needed. Whitaker said the proposal provides two dedicated customer parking stalls and an additional stall for the employee, and that hours would be limited to Monday through Saturday, 9 a.m. to 7 p.m. Staff recommended approval, concluding the use would not negatively impact the neighborhood and would support city economic goals.

Applicant Greg Lam thanked staff for guidance and described the process as a positive learning experience: "Nick's been great to work with. I know a lot more than I did when I started this process," he said. With no members of the public speaking during the hearing, the commission moved straight to deliberations. Commissioner Mary moved approval, citing compliance with Draper City Municipal Code section 9-5-080(e) and staff conditions; the motion passed on a unanimous vote.

The permit is subject to the standard conditions listed in the staff report dated July 31, 2026, including obtaining a Draper City business license and meeting engineering, building and fire division requirements. The commission noted parking and the two-customer limit as primary mitigations to neighborhood impact.
