The Staff member summarized the draft agreement, saying, "So, basically, it says that any improvements that we do with the districts gonna take care of them." The staff presentation said the district expects to run its water to the city water hookup rather than rely on the city to complete water-main work: "we will run our water to the city water hookup," the Staff member added. Board members noted several items remain "TBD" until annexation is final and the board will learn the city's decision before its next regular meeting on June 8.

The staff said the agreement was developed with input from a representative of Pitts and a sample provided by the city attorney; several implementation details — including final hookup responsibilities and rights after annexation — were described in the draft as to-be-determined items. The board did not take additional action beyond approving the district's decision to present the draft to the city.
