Eagle Point City Council reviews rules, asks administrator to circulate 2002 censure language

At a July 27 special study session, the Eagle Point City Council reviewed its Rules of the City Council and directed City Administrator Aaron Prunty to locate and circulate censure language from a 2002 version of the rules for Council review.

Mayor Kathy Sell led a section-by-section review, calling attention to Section 5 — Duties and Privileges of Members — and stressing that the Code of Ethics is "among the most important provisions in the Council Rules which are part of the Oath of Office for City Councilors." During discussion of Section 4 (Decorum and Order), councilors noted that a formal censure process appears in a 2002 version of the rules.

"Absent any changes, the existing rules remain in effect without requiring a re-ratification vote," Mayor Sell said. City Administrator Aaron Prunty said he would "review that language and circulate it to the full Council," and confirmed that if no amendments are identified there is no need to bring the rules back to the next meeting. Prunty and the Mayor said that if the Council wishes to incorporate changes, a redlined version would be placed on a future agenda for discussion and a vote by resolution.

The session opened at 6:07 p.m. at Eagle Point City Hall, 17 Buchanan Avenue South, and adjourned at 7:12 p.m. Councilors present were Lena Beach, Stacy Fields, Brad Hewitt, Kevin Walruff, Jessica Welch and Kira Zavala. Staff in attendance included City Administrator Aaron Prunty, City Attorney Mark Bartholomew and City Recorder Cindy Hughes. A member of the press was present.
