Commission extends NYC DOC commissary variance while contract awaits comptroller registration

Commission staff recommended extending a variance related to commissary electronic‑deposit service fees for the New York City Department of Correction to Oct. 1, 2026, while the department awaits registration of a newly executed kiosk contract with the New York City Comptroller. A presenter told the panel that "the department selected a vendor back on November November 3rd 2025 whose proposal complies with the SCOC maximum limit of $5 service fees per transaction for electronic deposits." Staff said the contract had been signed and forwarded to the Comptroller's office for registration.

Commissioners pressed staff and the department to expedite finalization and registration with the Comptroller. One commissioner asked that the extension include a condition requiring the department to "make every effort to expedite the registering and finalization of the contract." Staff agreed to add such a follow‑up condition. The commission moved and approved the extension by voice vote.
