Board conditionally approves Celeste Tavern & Vine application, pending inspections

The Frederick County Liquor Board granted conditional approval on April 13 for Celeste Tavern & Vine, a proposed Boxcar Burgers offshoot, subject to verification of outstanding permits and a reinspection.

Applicant Brett Novick told the board the concept will be a coffee shop by day and pizza and dinner service in the evening; he said Boxcar Burgers has operated responsibly for a decade but acknowledged a prior sales-to-minor admission on another location and described changes made (eliminating vertical IDs, retraining staff). Inspector Harrison reported a March 25 site visit and said a full inspection will be required before the license can be issued. Staff listed outstanding items: sales-and-use registration, business license, workers comp, health, zoning, occupancy, and inspector report. The board’s conditional approval runs through June 30, with Liquor Board staff to verify outstanding items and perform the reinspection before final license issuance.
