Board rejects one-time exception for dust control on Clay Creek surface

County Engineer Laura Sievers explained the county's dust-control policy and told the board the policy does not allow county-paid dust control in front of private residences; she said the request under discussion was for a gravel road segment surfaced with a Clay Creek product that she characterized as unusual in the county.

Several supervisors said the stretch producing dust after rain was unique and raised fairness concerns. One supervisor argued that because the product was placed by the county it creates an obligation to mediate the problem for affected residents; another warned that exceptions to policy could open the county to many similar requests. Chair moved to approve a one-time payment for dust control covering 6801 Correctionville Road and other nearby properties; the motion received a second but failed on a 2–3 vote (motion failed). The chair recorded the vote outcome as "Fails 2 3."

Laura had earlier told the board: "We have asked those landowners, all throughout Woodbury County to pay for the dust control in front of their residents as they are the benefactor to that dust can dust control product." Board members who opposed a one-time exception emphasized policy consistency; supporters argued the Clay Creek surfacing created a distinct harm. The board did not change the county's dust-control policy at the meeting.
