Council approves new sign code and clarifies rules for gazebos and accessory structures

The City Council approved two separate code changes on Aug. 3: a comprehensive revision of the city’s sign regulations (Ordinance 2026‑11) and an amendment to the zoning chapter to add gazebo and pergola definitions and to state that sheds, gazebos and pergolas must be on the parcel containing the primary structure (Ordinance 2026‑12).

Citizens asked whether long, detailed sign regulations would be enforceable and whether the gazebo rules would unintentionally bar certain backyard structures, especially where homeowners own double lots. City Attorney Tom Trask and other councilmembers explained that the ordinance uses the term “parcel” — which can include multiple lots if they are recorded together — and that recorded unities of title or parcels joined for tax purposes generally resolve such cases. Councilmembers said the intention of the accessory‑structure change was to allow gazebos that had previously been disallowed while preserving the requirement that accessory structures relate to the parcel that contains the primary dwelling.

Both ordinances were approved on second reading; the sign code prompted more public comment and questions about enforcement scope and resident expectations.
