Design Review Committee recommends simple metal mesh for Scott Lane parking screen, asks for material sample

The Design Review Committee on Aug. 12 recommended approval of a revised parking‑screening design for the 4‑Flats project on Scott Lane, but required the applicant to submit a physical sample before the building permit is issued. Senior planner Caitlin Page said the applicant had previously proposed an art motif on the metal screen but is now proposing a simpler mesh to expedite permitting.

The applicant, introduced in the meeting as Ryan Pratt, described the proposed panels as steel with a mesh opacity of about 34%, roughly 4 feet by 9 feet and vertically oriented to match the building trim. "We're essentially proposing the same thing... we're taking the art piece off, so that we can move forward with our building permit application," Pratt said. Committee members asked that the applicant provide a material sample and the final design to staff; a committee member moved to recommend approval with the condition that a 30% mesh sample be presented to the planning director for final design review. The motion passed unanimously.
