School leaders and program directors presented the site-level budgets and noted mostly modest, targeted changes for 2026–27.
Nicole Coyle, presenting McNary Heights Elementary, said the school continues to provide general supplies and will buy new K–3 chairs over the next two years; community donations of backpacks and supplies supplement school purchases. Tim Young reported for Columbia Vista Intermediate that copier lease costs and computer-software expenses rose and that band spending was reduced for next year after one-time instrument purchases and cleaning supplies were bought last year.
Rick Cotterell said Clara Brownell Middle School moved funds within accounts and kept athletics funding steady; he explained that bathroom vandalism led staff to close restrooms and provide a porta‑potty “to teach them responsibility.” For Umatilla High School, textbook funding changed slightly and athletics media coverage costs were adjusted. David Lougee described a small ESL software change (Imagine Learning/Imagine Español) and noted one item (Flashlight 360) was omitted accidentally. Maintenance Director Vincent (Vinny) Stefani presented a maintenance budget that includes $40,000 for vehicles and adjustments to support HVAC preventative maintenance.
Special Education funding, Sipe noted later in the meeting, must remain the same or increase under applicable law. The presentations provided site-level detail that informed the broader budget adoption vote.
