Susan Hansen Sotelo was elected chair and presided as the Umatilla School District 6R Budget Committee unanimously approved the district's 2026–27 budget and tax levy on May 20, 2026.
The committee approved a total operations budget of $45,688,781 and set the operating tax rate at $4.9224 per $1,000 of assessed valuation, with $2,440,000 allocated for bond debt. Chair Susan Hansen Sotelo read the motion as moved and seconded; the vote tally recorded 11 yeas, 0 nays. The motion as recorded stated, “It is moved and seconded that the budget committee of the Umatilla School District 6R approve the 2026-2027 budget in the amount of $45,688,781 for the entire operations of the District. It is also moved and seconded that the budget committee approve taxes for the 2026-2027 fiscal year at the rate of $4.9224 per $1,000 of assessed valuation for operating purposes in the general fund, and in the amount of $2,440,000 for bonds.”
Superintendent and Budget Officer Heidi Sipe presented the budget message and framed the district’s General Fund at roughly $28.75 million, noting revenue estimates of $18,574,200 from the State School Fund, $5,000,300 in local taxes and $926,500 from other sources, plus an estimated carry-over of $4,250,000. Sipe said the district faces rising personnel costs, with PERS increases of just over $1 million contributing to employee costs that will account for about 78% of the General Fund.
Sipe also flagged the district’s use of one-time ESSER carryover funds, saying the budget uses $330,000 to fund a roaming substitute at each school “for this final year.” The budget includes contingency funding for unexpected events and reduced capital outlay now that major bond-funded construction is complete.
Next steps: with budget committee approval, the district advances the adopted budget and levy for whatever subsequent administrative or county certification steps are required under Oregon law. The meeting adjourned at approximately 8:04 PM.
