Council adopts ordinance exempting ordinary reroofing from building-permit requirement

Parowan’s council adopted Ordinance 2026‑08 to clarify permitting for reroofing projects, adding a narrowly drawn exception for ordinary roof maintenance, repair or replacement when no structural members or geometry are altered and no additional structural loads are imposed.

Dan (staff) explained the change: the code would exempt ordinary reroofing from needing a building permit while continuing to require structural review when framing, trusses or sheathing are changed. Council discussed whether the ordinance should apply retroactively to capture a single recent permit fee; a motion to pass the ordinance and make it retroactive was made and the council approved it by roll call (4–1). Dan told the council staff would print the updated ordinance and handle administrative reimbursement for the single prior permit if the council directed that step.

The ordinance was adopted as presented and staff will follow through on the effective-date paperwork and any administrative refunds related to the single previously charged permit.
