Council advances updates to cannabis rules: consumption lounges, non-storefront retail and event rules

The council held a first reading of a municipal-code update that will change the city's approach to cannabis business taxation, non-storefront retail, consumption lounges and temporary cannabis events. City staff and the Economic and Community Development Committee drafted revisions to expand retail formats and event opportunities while lowering barriers for local businesses.

Industry representatives and retailers urged approval. Diana Gamzon of the Nevada County Cannabis Alliance and other speakers argued the changes will strengthen local cannabis businesses and spur tourism and downtown foot traffic. Daniel Bachelor, co-owner of local retailer Elevation, told council that a consumption lounge would provide a "safe, legal and regulated" space for patrons and help nearby businesses.

Council members discussed event controls, medical-patient tax relief and operational implementation. The city agreed to strike a proposed requirement that cannabis-event applicants must hold a Nevada City cannabis business permit (so outside organizers may apply subject to local approval) and to remain aligned with state Department of Cannabis Control rules for event duration and permitting. The council introduced the ordinance for a second reading with that amendment and directed staff to prepare implementing fees and procedures to integrate cannabis events into the city's special-events permitting process.
