Zoning administrator urges board to extend moratorium on high‑density computing and data processing facilities

The zoning administrator told the Jackson County Board of Supervisors on July 28 that he is proposing a resolution to continue the county's temporary moratorium on high‑density computing and data processing facilities and asked the board to review the draft before it returns for formal consideration.

"This morning, I am proposing a resolution regarding a temporary moratorium on high density computing and data processing facility," the zoning administrator said, noting the county's current moratorium (resolution 11142-09-09-2025) is scheduled to expire on 2026‑08‑31. He said the proposed resolution would ensure there is no lapse in restrictions while staff complete additional legal, technical and departmental reviews.

The administrator said the draft would extend the moratorium for one year after signing — sooner if a final county ordinance becomes effective earlier — and would apply only in unincorporated Jackson County to actions within county jurisdiction. He listed the specific topics still under review: noise and vibration, cooling systems and water use, groundwater protection, backup generators and emergency response, road impacts and setbacks, decommissioning and financial assurance, ownership transfers, inspection authority, and enforcement.

Board members asked clarifying questions and emphasized coordination with municipalities; the zoning administrator said ordinary office computers, accessory server rooms and subordinate telecommunications equipment would not be covered. The item will return to the board next week for possible adoption after supervisors have had an opportunity to submit questions or requested changes.
