Hannan asked the city to consider the history of approvals and the practical challenges of restarting engineering work.
Magistrate Ryan Knight found the respondent in violation and ordered correction by Sept. 15, 2026, requiring a valid stormwater permit application. The $300 citation will stand and a $200-per-day fine will be imposed for each day the violation continues past the deadline. Knight emphasized that filing an application and keeping code enforcement informed could support extensions or a follow-up hearing if the owner is demonstrably working toward compliance.
