Chief Cruz unveils voluntary "Blue Envelope" program to help drivers with autism

The Charlestown Board of Public Works unanimously approved a voluntary "Blue Envelope" program at its May 7 meeting after a presentation from Chief of Police Eric Cruz.

Chief Cruz described the envelope as an optional packet drivers can obtain from the police department that contains contact information, directions for officers and tips to ease interactions. "They can give that envelope to the police officer. And it has directions and tips, and information on it for the officer and for the driver," Chief Cruz said. The program also includes a sticker designed to signal to officers that the envelope exists in the vehicle.

The chair read written comments from the community member who prompted the idea, Christine Johnson, noting the program's potential impact for her daughter: "Knowing that she can hand an officer the envelope and have them understand her needs right away has done a lot to lower her anxiety," the chair said while reading Johnson's submitted remarks. The chief and staff emphasized the program is voluntary and that the department will not log or retain medical information provided in the envelope.

Board members voted to implement the Blue Envelope program and directed staff to produce the envelopes and sticker materials for distribution at the police department. The board recorded the approval by voice vote; the program will be available for residents seeking the accommodation.
