Athens in Motion update highlights safety, new implementation tools

Presenters urged commissioners to adopt the Athens in Motion plan update and said it should be treated as a flexible implementation framework rather than a rigid design manual. "This is not a plan just for people who bike," the presenter said, adding that walking and bicycling infrastructure improves safety for drivers, too. The update re-centers safety and equity and maps a "vision network" that highlights corridors for separated bikeways, sidewalks and combined multimodal corridors.

The plan builds on the 2018 bicycle and pedestrian plan and on the county Safety Action Plan. Planners noted a striking safety disparity: "bicyclists and pedestrians make up only 2 percent of all crashes in Athens but 22 percent of our fatalities and serious injuries," and said the update is intended to convert that risk analysis into prioritized actions. Instead of strict tier lists, the plan emphasizes multiple product‑delivery pathways — resurfacing projects, traffic calming, private‑development partnerships and small gap‑filling programs — to accelerate implementation and allow staff to take advantage of opportunistic work windows.
