Mino Kappar, the tax and fee manager in the finance division, described persistent operational challenges in the agency’s tax-and-fee workflows and explained why a new system is a priority. He said online reporting and payment systems are available to some licensees but not all, and that manual reporting remains a source of errors and compliance risk.
Kappar listed three core challenges: (1) uneven access and difficulties with online reporting systems among licensees, (2) complexities in following up on unpaid balances and collections across divisions, and (3) complications when licensees sell or transfer businesses while an audit is in progress. He said stronger online reporting, better inter‑unit communication and improved tracking would reduce compliance risk and help protect revenue.
