Staff: tent loop can likely accommodate OWTS; sheltered sites show access constraints

Anne, the county reviewer, told the board the Lake County OWTS regulations are more stringent than state Regulation 43 for vault privies and therefore vaults are treated as nonconforming. For the 10 tent sites on the flatter eastern portion of the property, Anne said staff found no engineering or geologic evidence in the application showing the site "cannot accommodate" a conforming OWTS. "We don't see any site constraints or access constraints," she told the board.

By contrast, Anne said the west (sheltered) sites sit on a bench with rolling terrain and identified access challenges and maintenance concerns for a conventional soil treatment area in that location. Staff recommended that, if a variance were granted for composting or dry‑flush toilets at the sheltered sites, the approval include administrative conditions such as requiring manufactured standards, a maintenance and monitoring plan, and identification of an approved repository for waste disposal. Staff emphasized that those conditions could be worked out with the applicant before installation.
