Board reviews OSBA policy packet; superintendent warns of cellphone policy October deadline

The board reviewed a multi-page OSBA policy update packet that included draft and model policies on board ethics, instructional materials, sick leave, military leave and graduate requirements. The packet was presented as the first reading of the September 2025 OSBA policy update and contained specific model language for several policies.
Superintendent Brad Bixler told trustees the district is required to put a policy regarding cellphone and personal electronic-device usage in place by October to comply with state guidance. Following the packet review, the board carried a motion to approve a set of policy updates (listed in the packet) at second reading (motion and votes recorded in minutes), and later approved several policy motions as shown in the minutes. Trustees discussed the implications of policy changes for classroom libraries, reconsideration procedures and advisory committees.
Administrators will continue work on formal revisions and bring updated policy language and required deletions or adoptions back to the board for final action.
