District staff and Cannon Beach Academy representatives discussed special-education provision and differences between 504 obligations and individualized education program (IEP) services. Mary Ellen told the board the academy has provided in-house supports and at times worked with a district case manager; she said some students who previously had IEPs no longer have them after transferring.
Mary Ellen summarized legal duties as she understood them: "Charter schools are required to provide 504 services, and that's spelled out in the 504," and added that charter schools are responsible for identifying and implementing some student plans for enrolled students. Board staff clarified the difference between a charter’s 504 responsibilities and district-provided IEP services and noted that the district can assist with case-management processes; both sides agreed to outline a pathway to ensure students receive required services and to return with more concrete support options.
