Weslaco ISD warns of multi-million-dollar insurance shortfall; trustees consider plan-design changes

District staff and the employee benefits committee presented an insurance workshop that flagged a projected deficit in the district's self-funded health plan and described plan-design options trustees will study before going to RFP.

The benefits lead told trustees the district had already spent roughly $12M on claims this policy year and that, without changes, projected expenditures could reach about $29.9M in 2026-27. "If nothing changes, we're looking at a $29,900,000 spend," the presenter said, noting the district had $22.8M in current funding and would therefore face a shortfall requiring about a 31% increase to break even. The employee benefit committee's preferred package — offering an HMO, a PPO and a PPO buy-up — was expected to reduce projected spending to roughly $26.8M, leaving an estimated funding gap in the neighborhood of $4M (about a 17% increase versus the status quo).

Trustees discussed tradeoffs, including raising deductibles or ER copays, and asked for further modeling on how costs would be distributed between employer and employee. Staff emphasized the need to balance employee access to preventive care with financial sustainability and said the district will take proposals to RFP in April after hearing presentations from broker partners scheduled in late March.
