Residents ask Franklin County to intervene in stalled Maple Creek Ranches road work

Diane Morgan, a resident of Maple Creek Ranches Phase 2, told the Franklin County Board of Commissioners she had not received the follow-up the neighborhood expected after a June meeting about unfinished roads and bond-related punch-list items. “I'm Diane Morgan, and I'm a resident of Maple Creek Ranches phase 2,” she said, and later asked the board for any help to resolve what residents called a stalled developer relationship.

Commissioners and staff told residents the problem appears to be between the homeowners association and the developer (referred to in testimony as “Guy”) and that the county cannot accept roads until they meet county standards. The chair said the county’s role is limited: “as far as where the county’s at, it's not our place right now to be” the enforcer, and urged the parties to negotiate or pursue legal remedies. Residents raised questions about bonds in escrow, plat amendments and whether the county can set deadlines; staff said escrow remains in place for later phases and the county will look into two specific questions raised by residents and report back within two weeks.

The exchange included multiple residents describing financial and service impacts — including no snow removal and concerns about promised common areas — and a request that the county explore options to avoid protracted litigation. Commissioners emphasized they will review the plat and bond records and consult the county attorney before determining next steps.
