Council approves phase 1 development agreement for Amasa project; Miles recuses

The Moab City Council voted to approve a phase 1 development agreement for the Amasa project at 57 West King Creek, advancing a multi-phase redevelopment that staff described as extracting individual phase agreements from an earlier omnibus DA. Joanna told the council the omnibus DA originally allowed subsequent DAs for phases 2 and 3 and that the phase 1 agreement retains earlier concessions while designating specific benefits for this phase. According to staff remarks in the meeting transcript, "the benefits specific to this phase are 50 units of, 50% AMI to 25% AMI." Miles recused from the discussion before the vote; the motion passed with a recorded tally of 3-0.

Council members raised questions about parking for later phases, noting that negotiated concessions would reduce required stalls. Applicant representative Amanda explained that phase 3 could build up to 12 units and that asking for a parking concession there would reduce required stalls from an expected 18 down to 12 — "so it's a difference of 6 parking stalls," she said. The applicant also said designs for phase 2 are already underway and that the project team expects to exceed the 140 units referenced in the omnibus agreement as site design is refined. Council and staff noted that phase-specific details (including parking and unit mix) will return for later review when subsequent phase DAs or final plats are brought forward.
