Staff recommended creation of a bond advisory task force to review candidate projects and deliver a prioritized recommendation to council ahead of any bond election. Randy Leiter, director of engineering capital projects, said staff has prepared a preliminary project list that currently totals more than $300 million and outlined a timeline to appoint the task force, have the group meet through the fall and present recommendations by year‑end.
Leiter said early modeling indicates debt capacity in a range of roughly $180 million to $240 million depending on assumptions, and that staff will return in two weeks with membership appointments. Council approved establishing the task force and several council members announced prospective appointees; the task force chair (Eric Boyse) and several council appointees said they will submit applications for formal appointment at the next meeting.
