Oxford Academy board approves amendment to engineering agreement and awards Phase 2 contracts totaling $9.04 million

The Oxford Academy and Central School District Board of Education on Nov. 19 approved an amendment adding an additional phase of work to the district's agreement with C&S Engineers, and voted to award the Phase 2 Prime Contracts for the Oxford Primary School project. Trustee Brian Sheridan moved the amendment and Trustee John Godfrey seconded; the motion carried 5-0.
Superintendent Nicholas A. Colosi told the board that Phase 2 bids "came in much lower than expected, which leaves the district with extra money," and staff will work with BCA Architects on the building condition survey to identify projects that could be added. The board accepted the architect and construction manager recommendations and approved awards to four prime contractors: Upstate Companies I, LLC (general construction) for a total of $5,936,500; Blanding Electric, Inc. (electrical) for $1,208,649; J & K Plumbing & Heating Co., Inc. (mechanical) for $1,606,000; and A. Treffeisen & Sons, LLC (plumbing) for $287,000, for combined prime-contract awards of $9,038,149. The Phase 2 project is listed as SED #08-15-01-04-0-010-021, and the resolution notes bids were opened Nov. 13, 2025.
Board members said the savings open possibilities for additional security and facility upgrades, including fobbed exterior and interior doors, field fencing, vaping sensors in high-school bathrooms, and replacing soccer goals. The board's action on the amendment to the agreement with C&S Engineers is intended to allow planning and oversight of any added phases; the motion to approve the amendment carried 5-0.
