Planning commission denies rezoning request for 1002 Archer Park Drive

Planning staff member Morgan Alamo told the council that the planning commission denied the rezoning petition for 1002 Archer Park Drive after concluding the lot is surrounded by residential parcels and that the proposed C-2 use would be incompatible with adjacent homes.

"The rezoning, was denied by the planning commission," Alamo said, noting the petition came before planning and zoning on April 2, 2026 and that the application explicitly requested commercial use to support additional parking for the adjacent club.

Applicant Andrew Babineau told the council he sought rezoning to allow "just just for commercial park" — additional parking for his club — and described possible future non-bar uses (a barber, tutoring center or restaurant). Residents and several council members said the parcel's history and proximity to homes raised safety and nuisance concerns; one council member cited complaints about blocked driveways and reports tied to a recent trail ride.

The planning commission's recommendation was entered into the council record later in the meeting: "A motion was made by Robert Frederick, 2nd by Jamie O'Neil, to deny the rezoning petition of 1002 Archer Park Drive in Broadridge, Louisiana from R-2 mixed residential to C-2 general commercial for the use of the parking lot for Andy's Anglo Club," record shows. That motion and second were noted as the planning commission's action; the council discussed options including conditional approval with reversion clauses and privacy fencing but did not record a final council vote on the rezoning during this session.
