Peekskill council passes slate of resolutions including settlements, appointments and infrastructure contracts

The Peekskill Common Council approved a package of 12 resolutions at its March 9 meeting covering appointments, contracts, grants and settlement payments.

Resolutions included the appointment of Jeffrey Grimshaw to the Industrial Development Agency (j1); authorization of street closures for the Peekskill Volunteer Firefighters Association July 4 parade (j2); settlement of a tax certiorari matter with Beecher House Condominium (j3); and the retention of Sterling Appraisals to prepare appraisals for multiple tax certiorari proceedings (j4). Mayor Vivian McKenzie announced she recused herself from the vote on j4, citing ownership of VC Bridgewater Inc., and the measure carried by majority vote.

The council also approved a bond authorization of up to $1,800,000 to finance a settled claim tied to federal litigation (j5), authorized solicitation of engineering proposals for assessments of the upper and lower dams (j6), and approved a contract with Interborough Partners for comprehensive-plan consulting not to exceed $500,000 (j7).

Staff recommended and the council approved an agreement with Pizzella Brothers to install a backflow preventer at Fleischman Pier, Charles Point Park (j8); a resolution to restore pollinator habitat (j9); an access agreement with Consolidated Edison for staging at two city properties (j10); payment of settlement funds to resolve litigation by Tuesday McDonald, including $133,333.33 to attorneys and $66,667.67 to the plaintiff (j11); and the appointment of April McKenzie as a part-time assistant city court judge for the statutory term beginning March 10, 2026 (j12).

All resolutions carried by voice vote unless noted. The meeting record shows the council did not take executive session and moved directly from these votes into the public comment portion of the agenda.
