Court authorizes RFP for countywide employee performance-management review despite split vote

Kendall County’s Commissioners Court authorized a request for proposals on June 23 asking vendors to propose consulting services to assess and enhance the county’s employee performance-management systems, job descriptions, evaluations, supervisor training, workforce development and organizational effectiveness practices.

The proposal drew debate. Some commissioners argued job descriptions and an internal evaluation template should be completed before hiring an outside consultant. Others said vendors can propose phased approaches and that outside expertise would speed implementation and offer an objective, countywide view of staffing and organizational needs. Commissioner Carpenter moved to release the RFP; the motion passed 3–2 with the judge and one commissioner opposed.

Purchasing staff said the RFP would solicit qualifications and methodologies, and that any contract award would return to the court for approval. Commissioners requested that Human Resources be engaged in drawing the scope and that the purchasing agent coordinate with general counsel on contract terms.
