Lincoln County commissioners postpone South Lincoln R-3 rezoning after public opposition

The Lincoln County Board of Commissioners unanimously approved a motion to postpone consideration of a proposed R-3 heavy-residential rezoning on a 21-acre parcel on Huntsville Highway until the county's comprehensive growth plan is complete.

Multiple residents urged commissioners to delay or reject the rezoning during the public-comment period. Tisha Jennings, speaking for a group she described as "the concerned citizens of South Lincoln County," said, "We're concerned that recommendations from planning and zoning are being ignored." Several commenters raised overlapping concerns about fire protection, water supply, road capacity and long-term infrastructure costs that they said would fall to the county.

Planning staff introduced the rezoning request as a formal application; after a motion to postpone by Commissioner Rose Walter and a second, the clerk recorded 21 votes in favor with 3 absent and no opposing votes. The motion explicitly asked that action on this R-3 application and any future R-3 proposals be held until the comprehensive plan and growth plan are completed.

Commissioners and staff framed the delay as procedural and precautionary rather than a final rejection. Planning staff said postponement would allow the county to incorporate housing and growth data into land-use decisions and to ensure any infrastructure and permitting issues (including potential federal permits for nearby springs) are evaluated.

Next steps: the postponed rezoning will remain on hold while the comprehensive and growth plans are finalized; commissioners indicated they will revisit any application only after that planning work is complete.
