Board approves school budget adjustment and $3.02M carryover for capital and programs

The board voted to approve two fiscal items requested by Nottoway County Public Schools: a $407,172 state budget adjustment (not requiring local funding) and the carryover of $3,024,096.75 in unspent and encumbered state funds into the next fiscal year.

School official Dr. Martin explained the $407,172 is additional state funding tied to special-education, summer-school and English-learner support. On the carryover, Dr. Martin said roughly $2.1 million of the $3.02 million is unencumbered direct aid that the division will use for priorities such as a security vestibule at Blackstone Primary and other capital improvements; approximately $839,000 represents encumbered purchase orders that rolled into the new fiscal year.

Dr. Martin told the board that the division plans to set aside about $800,000 in a money-market account to provide a modest capital reserve for HVAC repairs, roof work and other critical facility needs. Supervisors approved both the budget adjustment and the carryover with unanimous votes during the meeting; Dr. Martin noted that failing to approve the carryover would require returning state funds to the Commonwealth.
