Nyack steps up code enforcement and containerization to tackle downtown rat complaints

Village staff described an intensifying effort to reduce rodents by requiring downtown mixed-use buildings to have proper containerization, active hauling contracts and pest-control services. The building department said inspectors are contacting building owners to verify contracts and containers and will order compliance where they find uncovered or uncontainerized refuse.

Staff noted that increased containerization can create secondary logistical issues — where to store large containers on narrow blocks — and said they are exploring creative options such as collapsible containers and designated block-level storage sites while working with owners on practical solutions. The building department also reported coordinating pest-control requirements and exploring a combination of immediate remediation and longer-term measures.

On the record, staff framed the program as enforcement plus remediation: "The the point of our initiative is to contact all the business owners and all the building owners and make sure they have proper containers for containerizing their trash, and has a contract with a pest control company," a staff member said. Trustees asked staff to continue outreach to the neighbors most affected and to report back on compliance metrics.
