Panel debates funding for junior engineer, payroll splits and overtime cuts

Members pressed staff for clarity about a proposed junior civil engineer role and how the new budget software allocates payroll across funds.

Alderman Robinson (speaker 5) and other members said the money for the position may already have existed in previous budgets and that the role could be a filled vacancy rather than a newly funded hire. James (speaker 7) explained the payroll software distributes multi‑fund positions in thirds, which can make lines appear to increase or decrease depending on whether steps are applied. "So if you go to the next this is engineer... where is this position going to be allocated?" a member asked; James replied that the position would be split among water, sewer and general fund.

Committee members suggested reducing the overtime line to $6,000 from a larger proposed amount if the 0.333 allocations are confirmed and the junior engineer will materially reduce external engineering costs. Staff were asked to break open the payroll lines, highlight changed items and return with an updated, annotated printout so members can resolve whether the position is new funding or a fill of an existing vacancy.
