Board members spent substantial time identifying which large capital efforts should be prioritized for the coming 18 months. Staff cautioned that umbrella projects such as Pollard and Stephen Palmer each encompass many subprojects and that treating them as single goals undercounts the staff and design effort required to advance them.
"Pollard, Stephen Palmer, those are, like, giant headers that have many, many, many subprojects that live under them," Chair (speaker 1) said while discussing the project list, and staff reiterated that some later DPW phases are not funded in the current capital improvement plan because of limited capacity and costs. The board directed staff to keep townwide facilities planning active while continuing to prioritize DPW's Jack Cogswell expansion as current work proceeds.
