Home Trust reports on program startup, $25,000 deed-restriction software grant and 2026 goals

Eva Henson, Home Trust of Ouray County’s housing services director, presented the Q4 2025 quarterly report and a 2026 work plan to council. She described Home Trust’s responsibilities — deed restriction administration, financial management, program development, Proposition 1-2-3 compliance and resident support services — and how the administrator role transitioned from Impact Development Services to Home Trust effective Jan. 1.

Henson said Impact Development Services completed a compliance cycle in November–December and provided electronic files to Home Trust during a transition that included multiple handover meetings. She told council Home Trust received a $25,000 grant from the Western Colorado Community Foundation to implement deed‑restriction administration software (Kintone) for centralized inventory, automated compliance portals and time‑stamped communications: "We got a $25,000 grant, and I'm kicking off the software implementation project tomorrow with the Kintone software company," she said.

On finances Henson reported a projected project cost of $240,000, a grant award of $192,000 and a 20% local match ($48,000) to be divided among the three participating jurisdictions as reimbursements and invoicing proceeds. She outlined reporting and invoicing requirements tied to the DOLA local planning capacity grant and said Home Trust will establish a reporting cadence to the county in January, April, July and October.

Henson also summarized Proposition 1-2-3 milestones: Ridgeway completed a fast-tracking milestone in November qualifying for additional incentive funding; the county also reached its milestone before year-end; the city aims to complete fast-tracking in spring 2026. Henson said Home Trust aims to submit unit‑count commitment documentation in January and pursue a regional approach with the state.

Councilors praised the thorough presentation and welcomed the technology and coordination improvements; staff will continue to integrate the transferred files and report back on implementation.
