Draper committee reviews charter, attendance rules and advisory limits

Mark Vincent, chair of the Draper City Community Engagement Events Committee, opened the meeting and led introductions before the committee reviewed its charter and operating rules. David Wilkes, the city staff liaison, read provisions from the Draper City ordinance reminding members that the committee is advisory and cannot speak for the city or commit city funds unless expressly authorized.

"These are rules that apply to all committees," Wilkes said as he summarized requirements on public records, meeting notices and member responsibilities. The committee discussed attendance policy and conflict-of-interest forms: members were asked to complete the forms electronically or bring them to the next meeting, and Wilkes said the form would be made available through the city. Wilkes also reported the committee had recently received a $4,000 grant from the Utah State Department of Cultural Events to support the Arts and Crafts Festival.

The reading underscored limits on committee authority, the mayoral appointment of chairs for two-year terms, and the procedures for removing members after three unexcused absences in 12 months. Chair Vincent asked that members not email completed forms to the group chair because of personal information and to instead email forms to Wilkes or bring them to the next meeting. The committee agreed to follow up on an outstanding application for an additional member.
