Hanover CSB readies local workgroup as Medicaid redeterminations and HR‑1 impacts loom

Hanover CSB’s executive director reported that the potential impacts of federal HR 1 legislation and associated changes are being monitored and that Medicaid redetermination notifications will begin on a rolling basis in September 2026 with redeterminations commencing in January 2027. The packet states the agency expects individuals living with serious mental illness and substance use disorders to be most affected and says HCCSB "will convene a local workgroup to develop and implement response strategies to support individuals in maintaining coverage essential to accessing care."

The executive director’s report also recorded a July 23 visit by DBHDS Commissioner Daryl Washington, who toured Day Support and the main office, met with program leaders and discussed use of increased administrative fees in the FY2026–2027 Performance Contract. The packet notes HCCSB will present the FY27 Performance Contract to the Board of Supervisors on Aug. 26 and will be recognized at that meeting for receiving the 2026 VACo Award for the Naloxone‑by‑Mail program.
