Commission forwards recommendation for 1,800‑acre Vantage data‑center PUD (Project Ladigo)

The Laramie County Planning Commission voted to forward a recommendation to the Board of County Commissioners to change the zoning of the Project Ladigo area from 'land use' to Planned Unit Development, establishing a framework for a large data‑center campus proposed by Vantage Data Centers. Vantage representatives said the PUD could include multiple data‑center buildings, on‑site power and cooling infrastructure, and workforce housing for construction personnel; staff advised the commission that notices were sent to 19 surrounding property owners and recommended approval with the condition that all agency review comments be addressed prior to submission of a site plan.

Matt Clark, senior government affairs manager for Vantage, described the company's intent to work with the local community and manage resources: "Our goal and our commitment is to work with the local community as much as we can to ensure to make sure that we limit the impact while we're building and as we're here long term." Tim Denenburg, Vantage director of market development, added operational and timing details and said Vantage expects the campus to be in operation for decades: "These facilities are intended to permanently be around for decades," he said. The developer projected roughly 2,000 skilled jobs and an initial investment around $4,000,000,000 with potential growth up to $20,000,000,000; presenters emphasized closed‑loop chiller systems and plans to be "water positive" by replenishing water use. The commission approved the motion to recommend the PUD with one condition and will forward the recommendation to the Board of County Commissioners.
