RMA and consultants present Loop 20 TRZ options; council to workshop priorities

Consultants for the RMA and the city gave an update on a Transportation Reinvestment Zone (TRZ) study for the Loop 20/Cuatro Vientos corridor. The team presented a refined boundary (including city and ETJ parcels), three growth scenarios and example revenue captures to illustrate scale: for example, a 10% allocation under a conservative growth scenario produced an estimated $30 million in increment over 25 years, while higher growth assumptions increased the projection to roughly $47 million.

Presenters cautioned that a TRZ requires an ordinance listing eligible projects at adoption and that any changes after first reading require restarting the statutory timing; staff recommended another workshop with the district councilmembers affected to finalize project priorities, capture percentage, and a calendar if council desires action this year. No ordinance was adopted; staff will return with a recommended calendar and detailed fiscal analysis.
