Planning commission approves rezoning for 51-unit tiny-home village near Colter Street

The Emerald Planning and Zoning Commission voted to approve a rezoning that will allow a planned‑development tiny‑home village of 51 detached homes on a single lot near Colter Street and Southwest 77th Avenue.

Brady, planning staff, told commissioners the applicant (OJD Engineering on behalf of Fairly 4A Texas General Partnership) proposed two primary unit sizes — a 14‑by‑62 floor plan of 868 square feet and a 14‑by‑40 plan of 560 square feet — with private drives and a privately maintained park. "The homes proposed for this development, will be feature 2 sizes primarily, a 14 by 62 floor plan, 868 square feet, and a 14 by 40 floor plan that are 560 square feet," Brady said during the presentation.

Staff noted the City Plan 2045 place type for the site is "neighborhood low," and said the proposed density is at the high end of that category but could be appropriate as infill near an arterial corridor. No in‑person public speakers appeared; staff logged two phone contacts, one in opposition expressing concerns about property values.

Commissioners asked whether the project would be sold as individual lots; staff and the engineer, Ethan Johnson of OJD Engineering, confirmed the site will remain a single platted lot, be maintained by the owner, and tie into city water and sewer mains. After discussion the commission approved the rezoning by motion and voice vote. The action advances the project to the ordinance stage and the site plan will be attached as an exhibit to the ordinance.
