Commission appoints Don Scruggs to library board after heated debate over views

The Sumner County Commission approved the appointment of Don Scruggs to the county library board after a lengthy floor debate that divided commissioners.

Mr. Scruggs identified himself during public comment as a published author with an extensive personal library and asked the commission to consider him for appointment. Commissioners raised two broad lines of contention on the floor: whether committee-on-committees inactivity justified bringing the nomination directly to the full commission, and whether public social-media posts attributed to the candidate (discussed by multiple commissioners) were disqualifying. Commissioner Harrison read aloud public posts that characterized President Lincoln as a "tyrant," which several commissioners said they found disqualifying. Other commissioners said they had received emails and that the candidate had been trying to serve for months and urged giving him a chance to serve.

Supporters and opponents spoke at length. "We have not had committee-on-committees meet for two months to consider this person," a commissioner said in favor of acting; another commissioner said he could not vote for someone who publicly labeled Lincoln a terrorist. After discussion, the commission voted to appoint Mr. Scruggs to a three-year term; the motion passed 15–5 (one earlier abstention noted). The minutes reflect the recorded vote and that some commissioners recorded a vote after briefly leaving the room.

The appointment carries no immediate budgetary impact. Commissioners who voted in favor said the selection requirement was simply being a citizen in good standing and willingness to serve; opponents said concerns about statements on public platforms warranted withholding approval.

The county clerk will record the appointment and term length (three years) in official minutes and notify the library board and the appointee of next steps.
