Planning commission recommends allowing car washes as permitted use in C-1 zone

The Francis City Planning Commission voted to forward a positive recommendation to city council to amend City Code 18-45-020 to add car washes as a permitted use in the C‑1 commercial zone, subject to staff-recommended conditions on water shares, noise management and traffic impacts.

Erin, a city planning staff member, presented the application from Wade Souza of Western Endeavors and recommended that, if adopted, the amendment include requirements for water shares, noise mitigation and parking standards. "Staff recommends that if the use is adopted, conditions be established around, water shares, noise management, and traffic impacts," Erin said. Commissioners discussed that these site-specific standards would be further vetted through the commercial building permit and site-plan approval process.

The commission’s motion — made by a committee member and seconded by the chair — instructs city council to consider the code-text amendment while retaining staff’s conditions and the option to add distance or density limits during council review. Commissioners expressed concern about unintended proliferation of car washes if the use is allowed broadly across the C‑1 zone and asked staff and the city attorney to consider options such as distance requirements, overlay zoning, or other limits before final council action.
