Utilities constraints, data center plans shape where housing can go

Staff and commissioners emphasized that utilities — public water and sewer — are a primary limiting factor for where higher-density or mixed-use development can occur. The Eastern Route 60 corridor and village growth areas were repeatedly identified as the places most ready for additional residential development because they are already served or nearer to existing utility infrastructure.

Commissioners also raised the possible impact of a proposed data-center cluster: participants referenced a multi-building project (descriptions ranged in the transcript from three to five buildings and an initial water-use estimate discussed in the meeting) and questioned whether such industrial users would consume large volumes of water and whether the development would pay to expand capacity. Staff said developers are typically expected to fund required utility improvements to serve their projects.
