Pinnacle plan would add 153 units over six phases; two pickleball courts required as mitigation

Sunrise Engineering described a six-phase buildout for the Pinnacle that would produce approximately 26 buildings and 153 dwelling units by around 2030–2031. Phase 1 is expected in 2026–2027 and includes four new buildings with 22 dwelling units; while existing units remain in service the site would temporarily have roughly 42 units. Later phases add additional buildings, a pool, gym, maintenance building and a convenience/dining facility; existing hotel structures are slated for demolition in Phase 5.

As part of mitigation for increased residential units, the developer agreed to provide recreation amenities. The draft Developer Agreement (Section 4.2.2.1) requires the completion of up to two standard-sized pickleball courts on offsite property before the 23rd residential building permit is issued, contingent on the Town issuing a building permit for the courts within 90 days of the agreement's execution. Mayor Kathi Knight confirmed the courts would be sited near existing county-allocated courts and that additional restrooms would be constructed in that area; the Council asked the developer to prepare a layout and fencing/design exhibit to attach to the final agreement.
