Council accepts Rob Park inclusive playground as complete after value‑engineering cuts costs

City staff and project partners presented the final report and visuals for the Rob Park "Play for All" inclusive playground and asked the council to accept the project as complete.

Josh (speaker 15) and Jeff (speaker 14) said the project began construction in August 2024, overcame supply‑chain and contractor staffing challenges, and reached substantial completion on May 9, 2025. The original project budget was just under $1.6 million and the contractor's initial contract was just under $1.2 million; after change orders and cost‑saving measures, staff reported total construction costs just over $1,000,000—roughly $300,000 under the starting budget. Josh highlighted site improvements including accessible parking stalls, new bike racks, donor plaques, irrigation and more than 900 plants installed.

Councilmember Stern and others thanked staff and community partners, including the Rotary and a project steering committee, while councilmembers raised questions about long‑term maintenance and the city's role in multi‑year community partnerships. Councilmember Stern asked whether the city should tighten agreements with volunteer groups to avoid unanticipated future operating costs; staff replied that the council decides those terms when considering partnerships.

Councilmember (speaker 4) moved to accept the project as complete; the motion was seconded and the council recorded affirmative votes from members present. The mayor congratulated staff and volunteers and closed discussion.
