Planners link Powhatan County strategic priorities to next comprehensive-plan update

Planning staff told the commission that the Board of Supervisors' 2025'28 strategic plan should serve as a road map for the comprehensive-plan update, and highlighted four priorities that will most affect future land-use policy: financial stability and efficiency, economic prosperity, housing and residential options, and rural heritage and resource preservation.

"The board strategic plan, as you have in front of you, includes 6 strategic priorities," Brian, the planning director, said while introducing the review. He and staff said the county's stated goal of moving the tax-base mix toward an 85/15 commercial-to-residential split will require identifying additional parcels for commercial and industrial uses and investing in infrastructure to serve them. Staff said the current split is closer to 93/7 and that reaching 85/15 would require substantial new commercial development.

The presentation also raised housing as a central comp-plan concern. Staff noted the plan specifically calls for using the comprehensive plan to establish residential and commercial growth policies and to expand housing types that could be attainable for county staff, teachers and public-safety personnel. "What constitutes attainable housing going forward may look different and require creativity," the planning director said.

Commissioners asked staff to clarify where those priorities should appear on updated land-use maps, noting many parcels currently designated "single-family residential" occur in parts of the county that look rural. Staff replied that the comp-plan process will map economic priority and growth areas and asked commissioners to review the maps at upcoming workshops to determine whether the designated growth areas should be expanded or changed.
