"The No Rise Certification has been completed," Dr. Briggs said, and he outlined next steps: a design phase to produce final construction documents and to secure permitting related to stormwater and the floodplain. He estimated that phase would cost approximately $100,000.
Board members did not take a formal vote on moving into the design phase during the meeting.
