Council approves Kimbell's Station development agreement with amendments

Jennifer Jastremski (planning staff) briefed the council on a proposed amendment to the development agreement for the Kimbell's Lane Junction (to be renamed Kimbell's Station). The proposal preserves a previously approved density (25 to 27 units per acre), includes a mix of three- and four-story condominium buildings plus townhomes, and proposes site adjustments including a 10-foot setback from public roads, 18-foot driveway depths, 20-foot alleys in locations, and an open-space reduction from 30% to 25% to accommodate the mixed product.

Jennifer emphasized that the applicant had submitted updated agreement language addressing planning-commission recommendations, including clarifying that the public trail along the East Jordan Canal "will be installed and dedicated to the city," and that public improvements must comply with city standards unless specifically identified in the agreement. Paxton Guymon, counsel for Edge Homes, reminded council that the approved station-area policy and rezoning required achieving higher density and that a range of code deviations are needed to achieve a mixed product while preserving open space and amenities. Council members raised concerns about compact driveways and alley widths and requested additional rationale and precedents; staff agreed to provide comparative examples and engineering review. After discussion, Councilmember Lowery moved and the council amended the motion to include the updated language in staff reports; the motion carried unanimously (4–0).
