Commission approves High Point Office Building site plan and parking deviation, drops evening-use restriction

The Planning Commission approved the High Point Office Building II site plan and granted the requested parking deviation, after removing a staff-recommended condition that would have limited operation hours for an existing reception-center tenant.

Staff presentation said the applicant's parking study produced a small deficit under the ITE calculations and recommended conditions to ensure shared parking worked, including a time-of-day limitation on the reception center to avoid peak conflicts. Applicant representative Greg Goffin said their adjusted calculations and field observations reduced the shortfall; he also told commissioners the existing reception-center tenant’s lease "does not restrict the tenant to evening and weekdays," and asked staff to remove the time restriction because it would conflict with an executed lease.

Commissioners agreed to keep a monitoring requirement that future tenants be evaluated and to require that new tenants demonstrate compliance with the site's parking calculations; they voted to remove the staff's specific hours-of-operation condition and approved both the parking deviation and the site plan (majority votes; Commissioner Susan recorded the opposition to removing the condition). Staff will require tenant-specific review as new uses are proposed to ensure long-term compliance with parking.
